Introduction of “Three-tier Prevention Framework” and CT work by ICTU

The Inter-departmental Counter Terrorism Unit (ICTU) formed by six disciplined services introduce the “Three-tier Prevention Framework” (the Framework) announced in the Chief Executive (CE)’s Policy Address and present the major direction of future counter terrorism (CT) work.

Senior Superintendent LEUNG Wai-ki Peter, Head of ICTU, said that the global terrorism situation has remained complex with geopolitical tensions. As a metropolitan city, Hong Kong is also under the threat of the global terrorism situation and local terrorism. As such, Hong Kong must further strengthen its overall CT work, particularly in the area of prevention.

ICTU will fully support the implementation of the Framework and strengthen the coordination of intelligence gathering by the disciplined services.  It will also enhance inter-departmental drills, and step up publicity and public education on CT, etc. in order to enhance prevention and response capabilities of the Hong Kong Special Administrative Region, ensuring the safety and stability of Hong Kong.
