Promoting “Spot and Report” in logistics sector
The Inter-departmental Counter Terrorism Unit (ICTU) launched the Logistics Sector “Spot and Report” Campaign in September last year. Logistics practitioners handle a huge amount of goods or parcels every day, and even visit different districts in Hong Kong frequently for delivery and come into contact with a wide range of people, incidents and activities. Hence, they are very likely to come across terrorism, violence or crime related information.
With this April coinciding with the 6th anniversary of ICTU’s establishment, Senior Superintendent Mr Leung Wai-ki, Peter, Head of ICTU, and Ms Ho Mei-ling, Superintendent, Group Head (Counter Terrorism), Intelligence Bureau of Hong Kong Customs and Excise Department (C&ED), held a media session to report the achievements of the Campaign. Six months into its launch, Police and C&ED members of ICTU have reached out to 67 cross-boundary and local logistics and transport companies, which include major cross-boundary logistics companies such as DHL, FedEx, and SF Express, as well as local logistics companies and food delivery companies that are very popular in recent years such as Lalamove, KeeTa, and Deliveroo. The Campaign has received very positive responses from participating companies. Apart from arranging staff to attend talks on “Safe Community” organised by ICTU, some of them have also publicised related information internally or on their webpages in the hope of raising their staff’s awareness on counter-terrorism (CT). Some logistics companies even arrange to have advertisements posted on their smart lockers in order to promote the message of “Spot and Report” to the public.
According to the C&ED’s information, a total of 27 and 60 cases involving firearms and weapons respectively have been received since the start of the Campaign, in which 19 of the firearm cases and 48 of the weapon cases have been reported on the own initiative of the logistics sector, representing double-digit increases that are a testimony to the remarkable results yielded by the Campaign.
In the future, ICTU will foster co-operation with more sectors and promote public awareness on CT in an effort to achieve the “Whole-of-Community” approach in CT.
