With a view to strengthening counter-terrorism (CT) preparedness of the whole government, the Chief Executive’s 2024 Policy Address announced to set up a three-tier prevention framework  by end-2024, comprising the establishment of the Chief Executive CT Steering Group, the Secretary for Security CT Co-ordinating Group and inter-departmental working groups to follow up on specific studies and carry out CT work.

The Inter-departmental Counter Terrorism Unit will strengthen co-ordination of intelligence gathering by the disciplined services, increase inter-departmental drills, and step up publicity and public education on counter-terrorism, etc. in order to enhance prevention and response capabilities of the Hong Kong Special Administrative Region.
